Military and intelligence remote-viewing programmes such as Stargate followed a different lineage. No verified record makes “psychic spies” an MKULTRA finding.

Consent is

Historical inquiry should inform present safeguards in psychiatric research, psychedelics, neuroscience, surveillance and AI.
