Official records connect BLUEBIRD and ARTICHOKE to the institutional history preceding MKULTRA. The relationship is real, but names and programmes should not be treated as interchangeable.

The renamed effort expanded operational interest in interrogation and behavioural influence across CIA and cooperating bodies.
MKULTRA
A broader research programme was authorised, using covert funding and many subprojects involving drugs, behaviour and human subjects.
DESTRUCTION → DISCLOSURE
Records were destroyed in 1973. Surviving financial material and investigations later exposed more of the programme lineage.

Continuity without
false equivalence.
CONTINUITY
The programmes shared Cold War interest in interrogation, behaviour, drugs and perceived adversary capabilities.
CHANGE
Names, authorities, personnel, funding structures, methods and operational aims shifted. A later label should not be projected onto every earlier activity.
DOCUMENT GAP
Destroyed and missing records constrain reconstruction. Gaps justify further archival work, not unlimited inference.
HUMAN CONSEQUENCE
Consent failures, covert administration and institutional secrecy must remain more important than sensational mythology.
